Air Development Squadron 51 (also known as Fleet Air Squadron 51 or VX-51) is a unit of the Japan Maritime Self-Defense Force (JMSDF). It is part of the Fleet Air Force and is based at Atsugi Naval Air Station, Kanagawa Prefecture. In 1989, the squadron received the Sikorsky MH-53E aircraft, designated S-80M-1. The initial requirement for S-80M-1 helicopters for the JMSDF was 12. Lengthy negotiations, at a time of high inflation and rising costs, resulted in the funding of only 11 helicopters. The Japanese Sea Dragons are very similar to their US Navy counterparts, but do not have an air-to-air refueling probe. Japanese Sea Dragons have a secondary transport capability, and can be entrusted with disaster relief missions, which are a high priority for the Self-Defense Forces.

Designed to meet the needs of the U.S. Marine Corps for a heavy-lift helicopter to replace the CH-37 Mojave, the CH-53 made its maiden flight on October 14, 1964.
